What Is a Safe Exchange Zone?

WPSU (Public Media for Central Pennsylvania) published a news article on October 8, 2024, highlighting the recent Pennsylvania Senate bill that approved Safe Exchange Zones for custody exchanges. The Senate bill would provide funds so that safe custody exchanges can be made in a reserved area adjacent to or near law enforcement offices that provide 24-hour video surveillance and emergency response. Sen. Wayne Langerholc is the prime sponsor of the bill. On September 24, the approved Senate bill moved to the House Committee on Tourism and Economic and Recreational Development for further action on the bill.

Custody Exchanges Need Surveillance Cameras or Witnesses

Providing safe child visitation and custody exchanges are a necessary and important part of maintaining a child's secure relationship with each parent. Tensions between divorced parents over custody arrangements can escalate quickly if the custody exchange is not handled in a calm and conscientious manner. Here are some guidelines to consider for a smoother custody exchange between parents:

  • A Set Meeting Time for a Custody Exchange

Most court-ordered custody agreements will specify how often a custody exchange of the children should take place. There may be delays that come up, but it is essential that each party be responsible for effective communication on the time for the custody exchange.

  • A Set Place for the Exchange that is Public and Safe

Although a custody agreement will specify times, many do not clearly state a place for a custody exchange. The proposed Senate Bill would establish well-lit, public areas with 24-hour surveillance, within 100 feet of law enforcement, in an area with an active public presence. Additionally, a sign stating that the area is a reserved safe exchange zone with surveillance and emergency numbers listed is also required. Safe exchange zone signs have already been set up in some Pennsylvania towns.

In order to ensure the safety of your child and yourself, be sure to pick the best neutral public place near other people and with access to law enforcement and security cameras. One very special place, known as the Child Access Center, has been set up since 2008 in Bellefonte, PA. to provide a safe, homelike space where staff are on duty and can monitor custody exchanges and even intervene when necessary. The center was set up after a custody exchange tragedy occurred in the area.
